If you have sufficient time to take care of the dog it will be OK even in an apartment. Consider the following:
1. Puppy housebreaking- Puppies need to relieve themselves every 2 hours or so. After waking up, after feeding, after playing and every now and then. You will have to work out a place where he can do his business.
2. Rotties or any pup for that matter need plenty of physical and mental activities in order for them to not be destructive. Family members will have to keep the pup engaged.
3. Once the pup is around 5 months of age you will need to exercise it outdoors regularly (being in a apartment, it will have to taken out for long walks) otherwise there is a good chance it may become obese and aggressive.
4. Obedience training and socialization is a must for Rotties, for being so powerful, they may become difficult to handle.
PS: Rotties are calmer than most breeds.
