regarding a surgery

hi i have a lab female which is 4 years old,recently for the past few weeks its flicking its ears several times a day and later there formed a water bubble in one of its ear and when i met the doctor he told that it needs a small surgery and i had it done 2 months back and again i see a small bubble coming again above the surgery for the same ear,please may i know why is it so does it need a surgery again and any one who knows it please tell me how to get rid of it with medicines. i am from andhra pradesh and if any details regarding this you can mail me to karteek.gadde@gmail.com
