Compulsory registration of pet dogs, says GHMC Hyderabad

HYDERABAD: Tax of Rs. 1,000 per annum for a breeder dog after it attains the age of six months and compulsory registration of all pet dogs on payment of Rs. 50 a year for a non-breeder dog are among the new guidelines to be issued by GHMC to canine owners.

The new Animal Birth Control (dogs) Rules about to be notified by the Government soon has also laid down regulations towards controlling street dogs’ population as well as preventive measures to avoid dog bites.

A committee headed by the Additional Commissioner (Health & Sanitation) as the ex-officio Chairman is to be formed with the Chief Veterinary Officer as the Member-Secretary to oversee implementation of these rules. Other members are veterinarians from Blue Cross & People for Animals and GHMC dog squad and veterinary assistant surgeon from the Animal Husbandry Department.

as it is written in here that a breeder should pay tax of rs 1000 per annum for a breeeder dog for whom should we pay this tax? where should we pay the tax? from when this is getting implemented. For a live stock there is lot of maintainance and most of the time into loss. on what basis GHMC has decided this people dont know. I personally think this is too much for any breeder to pay. there are many poor breeders who cannot pay this much of amount as tax.

Yes this seems wrong. We all know that ethical breeders are not the cause of stray pets. I seems unfair to penalize reputable breeders by making them pay for problems others cause. You know the breeders who contribute the stray problems and do not care where their puppies are sold will not pay the fees anyway. So the law will make the good pay for the bad.
In the United States we have some townships that are now charging larger license fees to dogs that are not spayed or neutered. The Kennel Clubs in India should resist these new laws because many are unfair and will soon take away your rights to even breed dogs.
Here many breed clubs set ethical guidelines that members must conform to. each breed may have different requirements base on current problems with the breed.
Our Pug club also has a wide network of breed specific rescue that will try to maintain its breed with little or no unwanted pugs.
You should please resist this law if it has not yet passed. once a law like that is passed it is then not hard to change the rules again to more money or maybe limit to 1 dog.

Guidelines for Breeders




(i). A breeder must be registered with Animal Welfare Board of India.
(ii). Breeder must maintain full record of the number of pups born/died from individual bitches.
(iii). Breeder must maintain record of the person buying the pups. He should ensure that the buyer has the required knowledge for the upkeep of the pups.

there is NOTHING mentioned except few laws of animal cruelty. My main querry is that what benefit we get after paying the amount? has AWBI any research center where we can get some health tests done?

these are the points mentioned. and my observations
(i). A breeder must be registered with Animal Welfare Board of India.

what is the purpose and benefit one gets
(ii). Breeder must maintain full record of the number of pups born/died from individual bitches.

its already done and pups registered with KCI
(iii). Breeder must maintain record of the person buying the pups. He should ensure that the buyer has the required knowledge for the upkeep of the pups
that is done at TWO ends.one breeder maintains details and KCI also transfers the pup in the buyers name
