Procedures / Formalities required in India for importing of pets (dogs & cats).
 
Travelling with pet animals is defined as:
Pet animals accompanying their owner during their import to or export from India. This equals non-commercial transport, where the pet accompanies the owner as EXCESS BAGGAGE.
Pet animals traveling on their own as CARGO without the owner accompanying them on the same flight.
 
PET/S TRAVELLING AS EXCESS BAGGAGE
 
A maximum of 2 pets can be imported to India, as excess baggage, accompanying the owner on the same flight. The pet animal must accompany the owner or a natural person responsible for the pet animal on behalf of the owner must accompany during the transport in order to fulfill the requirements for non-commercial transport.
 
 
Procedural Formalities:
 
No Objection Certificate (NOC) from the Quarantine Officer at the Animal Quarantine Station in India.
A duplicate copy of the NOC has to be fixed on the crate of the pet during the air travel.
Original copy of the NOC has to be produced in India to get the pet released from the customs at the Airport in India.
On arrival in India, an appointment to be fixed with the Quarantine Officer for issue of a temporary Health Certificate on examination of the pet.
30 days thereafter a certificate of health to be obtained from a local veterinarian to be produced at the Animal Quarantine Station. Then, the pet will be issued a permanent certificate of health for his/her stay in India.
 
People intending on arriving with their pets as accompanied luggage will need to have an agent apply for this certificate before they enter the country. It is required to be obtained in person and cannot be applied for online.
 
The NOC document takes about 5 working days to obtain. Documents required prior to obtaining this document are to be sent to us are:
1. All vaccination records of the pet.
2. Government issued veterinary certificate from the exporting country (USDA document with the Annexure I/II in case of USA )
3. Flight details / confirmation of the passenger's travel into India / Copy of the airway bill
4. Veterinary Certificate

Go to your airline agent they will tell you better
it mostly depend on dimension and age of puppy
1= if puppy is in live cargo than it would gonna cost you around 500 $ to 800 $ american but it is only for puppy
and for adult dog mean around 8 months or more mean than depend on dimensions and it would gonna cost you approx 1800 $american contact your nearest airline and it would change airline to airline best air line for animals are Lufthansa , Lm cargo ,emiriates

1 - You mentioned that an Agent will be needed to apply for the certificate. How can I find an agent that will apply on my behalf?
2 - Also, the certificate will be issued in 30 days, does that mean that my dogs will have to spend 30 days isolated in quarantine or I will be able to take them home with and the Certificate will arrive in 30?

There is no agent needed for the same. approach directly and get the work done.
Quarantine in India is only in papers.. they will issue a temporary cert on arrival and send a final one via speed post after 30 days. there is no need of dog being kept with them. lol they do not have facilities mostly. the bullies will be with you only. Just couple of hundreds rupees to be spend. (in basic term BRIBE) so do not worry and get both the dogs.

Cost of the puppy n shipping charges the breeder from where you will buy will tell you.Rough estimate is that shipping would be equal to the cost of the dog.

Also be aware of American breeders..They are not second to puppy miller like in India. If going for adult check if the dog has ever littered or not as many non-producing adult dogs have come to India and breeders cheated.

nope if shipped via a pet friendly airlines they will NEVER be sedated.They come in a size specific crate and oxygen/temp is maintained by the airlines in the cargo section where live animal travels.

Current rules are a bit tough if followed.
1. permit is required. Apply to DGFT
2. Before shipping the airlines needs ro to fax the landing metro AHD dept and obtain permit to accept the live animal.
3.Quarantine Cert issued by AHD upon reciept of Vaccination , chip details.

In all very complex steps but Bribe usually makes it smooth. So better contact a cargo agent and discuss with him.

I am moving 2 Bangalore with 2 dogs. My main question is who and where do I apply for the NOC for the dogs in bangalore. I have been told that we cannot do this over mail/email and has to be done in person. For that reason I will need an agent.
But based on your comment to Ricardo Medina, you recommend doing it yourself. How do I do this if I am physically not present in bangalore?

you can apply at Central Cattle Breeding Farm,P.O. Hessarghatta, Bangalore North. Getting a NOC is not a tough task provided you have skills to negotiate & push others to work. Applying for it is not time consuming. AHD will give you a yellow form to fill which will have information like fligh detail, breed detail, consignee & custom details etc, once you done with filling form, AHD Manager will approve it and provide you a NOC on their Letter pad along with stamp & signature.

Be aware that NOC is only valid for 3 days so apply for this 3 days before the flight reached in India. Documents you need to carry along with:-
> Pet Health Certificate (INR 200 to Vet and you are done). This certificate should speak about the pup/dog health so that he can board a flight. Fit to fly, typo.
> Pet vaccination record (Given by US/Europe breeder along with Mother vaccination record)

Here you are done with AHD.

Now at airport, reach atleast 30 minutes before the flight land but inform them one day in advance about the pup/dog arrival.
Copies you need here:-
> Airway bill
>Pet vaccination record along with his/her Mother records

They will charge you few bucks for releasing the pup and hand over the Custom documents.

Head to now Custom clearence, you will definately find your puppy/dog there.
>Settlement with Custom Officer
>Bribe always helps or he will mention a high value for pup, which is a dunt on pocket. 2000rs can help here to settle down the price at 1500 to 2500 for Custom duty. (I am wondering why i am telling this) :)
> Every airport has pet shelter at airport cargo which has air conditioning too (Atleast Delhi airport has).
> you need to give money as a DD of State bank or any bank which accept that. It should be nearby Airport only.
> Rest are simple formalities.

Make sure you take someone with you for speedy work. :)
Carry your pup to cargo outside gate. Give him water and release him for a while to adjust himself. you are done my friend.

If landing in Delhi best way is to go personally and get the pup. you need full vaccination details 7-1 n rabies and chip no.
If landing in other metro can come as cargo as delhi seems having some strict rules regarding imports now a days.
As rule you need IMPEX code and dog import permit.
Even having all these you need normal $ (under table) to speed up process.

Looking at the procedures and so much of bribing that goes around..i really suggest ppl to get in touch with genuine breeders who very often might import dogs from other countries and they can help you with your requirement. Even if they charge bit high, still its fine as no bribing and no extra effort needs to be put in place..

I have his original vaccination records (from breeder and later until he was 3 years old) and the latest rabies ones done a couple of months back, but I do not have vaccination records of the last 5-6 years. I basically lost them and since we didn't use a specific vet, it is hard to get copies. Will this be an issue while getting an NOC?
