ya mouthing is normal behavior for puppies to interact with their surrounding. Another reason is growing teeth causes itching in dog's gums which make him/her to use their teeth. But it should not be acceptable otherwise it cause problems in future.
Redirect his/her mouthing on other toys or chewing sticks or vegetables.
