Other than age. first time owners are not recommended with Rottweiler or Bulldog or Mastiff etc.. They need to start with either GSD or Lab to experiance about dog care then they can go for other dogs. If you still wann go for Rott then study about them and how to care and how they behave etc then you can go for it.

Best of Luck.

Any pup regardless of breed should not be bought till the pup is atleast 2 months of age.

Dinkar Singh is correct. A puppy should be at minimum 8 weeks of age. Although puppies are weaned at 4 to 5 weeks old, they require the socialization of their mother and sibling to help them develop their behaviour.

If a pup is removed from it's mother too early, it can develop behavioural problems as well as physical.
