What is the medication to be done for Rottweiler, where its skin is getting peeled on his paws?

What is the medication to be done for Rottweiler, where its skin is getting peeled on his paws. The below skin and the paws gets peeled often and he is unable to walk properly. Can any one recommend a treatment to give permenant solution. Your support will be highly appreciated.

Sir, keep him away from tarmac and hot and rough surfaces. Sounds like he pulls too much on leash. Apply Paw Butter or Vaseline 2 times a day to keep them soft but not too soft.
