Good to hear about your love for this great breed. Getting a dog into your family is a big responsibility and be sure you can spend time with and take care of it specially keeping in mind your schooling and studies as they will get tougher by the day. Also keep in mind that the dog will be dependable on you for then next 12 to 15 years. I am happy to hear that you want a healthy dog unlike some who just want a dog or a pup and not knowing about the problems that it may have if not checked properly.
Now getting to your questions:
1. KCI registered does not gaurantee anything. The best option will be to look for a good breeder who has been breeding these dogs for atleast 20 odd years or genuinely loves dogs and keeps them well. Go see the dogs at the kennel or at their house. Ask for people who he or she has given dogs to, so that you can check with them how their pups are doing and what they have grown up to be.
Good breeder also show their dogs and hence the dog show which is held in Noida, Delhi and Gurgaon will also be a good option to meet breeders. But be careful a person who shows dogs does not mean he or she is a good breeder, so once again do research about the breeder. Unfortunately the dog show season is ending. The closest show I can think of is being held at Chandigarh on this Sunday.
2. Regardless of the sweet talk some not so good breeders or other breeders who show dogs may do, ask them to allow you to show the pup to a vet. But the best option again is to find a good breeder with a name that he or she has built over time, so that you are sure about the quality and the final product that your dog will become when an adult. Talk to the Judges at the shows and they will be able to point you in the right direction.
