First check with the vet and he may tell if he has some problem with his teeth gums. Are you brushing your dog regularly? If not then do it..Its better to consult vet for the itching... what breed you have?

You need to first see if he is scratching on the outside of the mount or inside. I feel it will be outside which may be due to a bite from an insect like a mosquito or even a tick. As for brushing the teeth, you are not required to brush the teeth regularly, it is better to give them chew sticks etc, plus as a pup they will be teething and will need to chew stuff and hence the teeth will remain clean. Teeth are brushed so that there is no build up of tartar. tartar build up is more common in small breeds and older dogs. Its a good idea to have your pup used to the brushing experience but do it say once in a couple of weeks and that too very gently and for a very short period of time.

Any health related problems should be shown straight away to a good vet.

There is nothing like a good tick and flea control solution that will give you releif from scratching. What i personally like is the imported tick and flea liquid drops that you put on the neck and back of the dog and then no fleas and ticks for a few months atleast. Check with your vet if it can be put on young pups.

As for the scratching it is best shown to the vet as it may become into a wound and get infected. One should not try to avoid the pet as later you can have bigger bills in your hand. The vet may be able to give some ointment which will help with the scratching.

Vijay, blood from the gum is not due to scratching his face, it's due to teething which is completely normal. How often does he scratch? Is it almost everytime? Does he have ticks on his body? Has he drawn blood off his body due to severe scratching? Are you feeding a good hair supplement to him? Call me if you like.
