Is that an issue if dog has single testis and is not interested in mating?

Your Shepherd is still very young and inexperienced. His play is the start of the "mating dance" so to speak. He is still very immature and may not mate properly until 18 months to 2 years old.
As for having an undecended testicle, this could cause fertility issues (he may end up sterile) but is shouldn't make him less interested in females.
