during several days after the delivery the bitches milk is not completely white, but yellowish. it is normal. this milk is extremaly good for the newborns, it is called colostrum and containts the substances which help to build immune system of the puppies. so dont worry. all is fine if the puppies are sucking and the mother is taking care of them. dont try to give any other milk to them! read online HOW TO TAKE CARE OF LACTATING BITCH AND PUPPIES
