First of all, train the dog to do his daily business out of the house or on the roof. The reason why he lies down on his urine is his high body temperature due to heat. He'll lie on anything which cools off his body. Keep the dog under the fan or in front of the cooler. Keep him on a well-ventilated room. Don't tie him on a leash. If he's body is drenched then clean him with a towel. Give him plenty of water in an earthen pot. In very hot days, try to mix the water with gulucone-D. Keep his diet ok. Feed him early in the morning and late in the evening. He'll be ok.

Dogs are very clean animals and they won't pee where they sleep unless they are not trained to do so. I'm not how old your dog is. Did you potty train him when your brought him to your home? When one bring a puppy, an extra effort is required to put in to train them where they should do their daily business. After you have fed a pup, you should take it to the place where you want him to pee. In the initial days, you need to cover this place with newspaper and may have to place a urine-soaked cloth so that the smell emanating from the urine can drive them into urinating in the right spot. There are times when puppy may pee suddenly as their bladders are weak. You need to keep training them and in the course of time they eventually learn that they shouldn't pee inside the house. Whenever the pup passes urine , cover the urine with newspaper and put the dog on the newspaper and make it sniff the urine . After a few times start laying down newspaper at a corner of the house or the terrace and the dog shall start to go there and pee on the newspaper .

I agree with Joydeep. That really works and he will soon learn not to lay on it. Also, you might want to hold him at times with wet hands, just for him to know that you can provide the moistness he seeks.
