Is there anything that i can do, so that i and my dogs can live peacefully inside our house.?

I Love animals and have 3 dogs and 2 cats at my home. We recently bought a new house and moved into the new house earlier this month. My neighbour on Mr. Jamal is threatening to kill my dogs as he and his family are uncomfortable because of our dogs. Is there anything that i can do, so that i and my dogs can live peacefully inside our house. I have been warned not to even take out my dog for a walk and so i have kept my dogs in our commpound itself for more than 2 weeks now. I am sure my dogs miss going out for a walk everyday. But with such Bastards around am scared to step out with them. Can some please help me in knowing if there is any rule of not having 3 dogs in a small 5 cents house or anything which might go against us. I am planning to give complaint to District Collector and the Local Police Station...
