You don't have to be rich to own a dog. What you need is a lot of time, commitment and patience. Once you get a puppy it will wreak havoc for about 5-6 months. You will loose a lot of your shoes, good wallets, table legs etc. Is that Acceptable. Till the pup is 7 months old, it's bladder and bowl control is pretty low. So it may pee and poo in your house. Do you have the patience to clean up and not get angry at the dog.

To you have the willingness to train your own dog. Can you take it for a walk rain or shine.

Are you willing to keep it up for the next 14 years or so?

This is what matters before you get a dog.

If its first time go for lab.. most intelligent and comparatively cheaper, docile, barks less, friendly, ease in training, . Gsd can become aggressive, and start biting and barks alot if (r) if not properly trained.
Golden Rt are costliest among three and need more grooming.. for novice with okay area lab suites most

These are 3 separate kinds of breeds. If you are confused as in which breed to go for you can check out this link https://www.petnvetfinder.com/ pets/dogs/dog-breeds.html. For further info you can also talk to the vets online who are available 24/7. They are very good and professional, you will not regret.

Its not the question of rich or poor its about care.

All 3 breeds you have mentioned are very energetic and only good for apartment if you give 'em time and proper exercise.
please read my article how to choose a breed. you will get a fair idea.
