Can anything be done to make my Pomeranian harmless espcially to my kids,?

i m a housewife living wid my husband n a 1 n a half yr. old pomeranian.i hav 2 children but dey both r livin outside. my dog has real bad mood swings. he has bitten both my daughters, my housemaid n my gardener.i dont know wat to do. he is so aggressive i feel scared but i love him a lot. can anything b done to make him harmless espclly to my kids.
