How to give steam to a puppy?

Seven days back I bought a puppy and thereafter I placed in a room where cooler was on and from the next day he had nasal discharge of green color than I consulted with a doctor he gave injection for his fever and told that he might be having distemper as you have bought it and it may lead to death so better you get it changed but I didn't want to throw back and let him die so I consulted another doctor and started his treatment with antibioticss named tabomox. Now my problem is that for last 5 days he recovering but yesterday again he slept in cooler room by my mistake and now again got fever and cough too doctor again gave two injections and told to give steam. NOW MY PROBLEM IS THAT how can I give steam without nubilizer and is it serious to have cold and cough and as i dont have air conditioner and cooler is not allowed so what to do to protect him from hot as in Delhi temperature is 45 degrree celsius

Due to a bad power condition in bihar i have tested an old traditional thing.

Just mop your floor with cold water and let it dry. take a thin cotton cloth, dip it in cold water and squeeze it well. put it on floor and let your dog sleep on it... he will feel better in this awful summer :) you can remove the cloth if you feel its uncomfortable for your dog.

this works for me during long power outs hope this will help you too...
